United Cities and Local Governments (UCLG)

United Cities and Local Governments (UCLG) represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization’s stated mission is: “To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community”.

UCLG’s work programme focuses on:

  • Increasing the role and influence of local government and its representative organizations in global governance;
  • Becoming the main source of support for democratic, effective, innovative local government close to the citizen;
  • Ensuring an effective and democratic global organization.

United Cities and Local Governments supports international cooperation between cities and their associations, and facilitates programmes, networks and partnerships to build the capacities of local governments. The organization promotes the role of women in local decision-making, and is a gateway to relevant information on local government across the world.

It is the largest organization of sub-national governments in the world, with over 240,000 members in over 140 UN member States, de facto representing over half the world’s population.

The Spanish Federation of Municipalities and Provinces (FEMP) is the most widely implemented state Association of Local Authorities, bringing together a total of 7,324 Town Councils, Provincial Councils and Island Councils, accounting for over 90% of Spanish Local Governments.

Incorporated under the provisions of the Fifth Additional Provision of Act 7/1985, of 2 April, Regulating the Rules of Local Government, it was declared a Public Utility Association by Agreement of the Council of Ministers of June 26, 1985.

The FEMP is the Spanish Section of the Council of European Municipalities and Regions (CEMR) and the official headquarters of the Latin American Inter-Municipal Cooperation Organization (OICI).

The foundational and statutory purposes of the FEMP are:

  • Promotion and defence of the autonomy of local authorities;
  • Representation and defence of the general interests of local authorities before other public authorities;
  • Development and consolidation of the European spirit at the local level, based on autonomy and solidarity between local authorities;
  • Promotion and encouragement of friendly relations and cooperation with local authorities and their organizations, particularly in Europe, Latin America and Arab countries;
  • Provision, directly or through companies or entities, of all kinds of services to local corporations or authorities depending on them and any other purpose that directly or indirectly affects the associates of the Federation.

EUDEL - Association of Basque Municipalities

EUDEL is a reference in the Basque municipal arena. Since its foundation in 1982, EUDEL is recognised as an efficient partner of local governments of Euskadi (Basque Country) with other institutions in promoting coordination and consensus on public policies. Its key mission as an association is to facilitate a common meeting space and to represent the general interests of local governments. Its main objectives are recognized in its statutes as Association, and these include:

  • Coordinating the dialogue of local governments with other institutions working towards designing, developing and implementing public policies.
  • Promoting and defending municipal autonomy.
  • Developing the European spirit and commitment among Basque local governments, encouraging their participation and representation in different European and international bodies.

EUDEL works to facilitate the connection with Europe, implementing the actions and good practices of the Basque municipalities and participating in forming European policies to satisfy the interests of Euskadi (Basque Country). At a European level, EUDEL represents local Basque governments in the Council of European Municipalities and Regions (CEMR) and in the Congress of Local and Regional Authorities (Council of Europe).

We are the association representing the digital technology industry sector in Spain. Our members include large, medium and small leading IT companies, Telecommunications, Electronics, Digital Services and Content, leading companies driven by the digital transformation as well as other industry associations.

OUR VISION A society that benefits from today’s opportunities offered by digital technology in Spain and considers this sector as the main engine for the achievement of economic and social objectives.

OUR MISSION To promote, for the benefit of our members, the best economic, policy and legislative environment that facilitates the development and the use of digital technologies. We want to achieve this goal by working as constructive partners with national and European public and private institutions, as well as with other international organisations.

Energy Agency of the Basque Governemt (EVE)

The Basque Government first created its own energy agency, the Ente Vasco de la Energía (or EVE) to lay the foundations for an energy policy that has been grounded, to different degrees at different stages, on energy efficiency, diversification of energy sources and promotion of renewables.

Since then Ente Vasco de la Energía has been in charge of developing projects and initiatives in line with government policies.

MISSION The Ente Vasco de la Energía – EVE (Basque Energy Board) is the Basque Government’s energy agency. Its mission is to:

  • Propose energy strategies for the Basque Country, based on criteria of supply security, cost competitiveness, sustainability and technological development.
  • Participate in developing these strategies and contribute to meeting the targets established therein.

In order to achieve this mission, the agency provides a service to the Basque Government’s Department of Economic Development and Infrastructures in matters related to energy and geological and mining resources. It also participates in projects, involving private companies and government institutions. It works to disseminate the values and messages underpinning its strategies amongst society at large.

EVE’s capacity for action is backed by the technical capacity, commitment and leadership of its staff and by efficient planning and management of its resources.
